Another ADOC Inmate Dies from Heat Stroke

Marsha Powell became another victim of neglect & negligence at the Arizona Department of Corrections earlier today.  Inmate Powell was held for approximately 3 & ½ hours outside in an uncovered holding cell in the Arizona sun across midday in clear violation of ADOC Policy.  Under ADOC Policy use of such holding cells is limited to 2 hours.

 

Inmate Powell was being held outside waiting for a psychological evaluation and apparently was forgotten.  While four (4) corrections officers were sent home on Administrative Leave with Pay under investigation, it appears ADOC mental health staff, commonly known as “psych,” once again gets off scot free.

 

There is no mention of the investigation including ADOC Counseling & Treatment Services and the contributions of “psych” to the negligent demise of Inmate Powell.  Powell apparently was a “psych” patient and/or was to be assessed for possible need for mental health treatment and/or possible emergency intervention.

 

While security at ADOC is obviously understaffed and corrections officers stretched thin, past the point of breaking and past the point of the safe & orderly running of ADOC facilities, such as at the Perryville penitentiary, ADOC was severely compromised under the Napolitano-Schriro Administrations.  ADOC has deteriorated since Governor Brewer took office and Chuck Ryan replaced Schriro earlier this year.

 

Morale at ADOC has been extremely low since Chuck Ryan took over the helm.  Ryan was appointed by Governor Jan Brewer earlier this year.  Since Ryan’s appointment many corrections officers, commonly & wrongly referred to as “guards,” have opted to retire early from ADOC rather than continue working under such terrible conditions.

 

Previously, I reported on the demise of another inmate due to heat stroke at the Arizona State Prison Complex—Lewis (ASPC-Lewis).  That was covered up.  More importantly, during the previous death at a men’s penitentiary, the officers left the inmate exposed purposely in a holding cell outside of Medical to kill that convict!

 

Ultimately, Medical covered up for the negligence of security in that inmate’s death.  At least in the Powell death, Ryan has ordered a (partial) investigation. 

 

One wonders who is in charge of “psych” at Perryville? 

 

One wonders which Psychologist II’s, which Psychological Associate II’s, and which Supervising Psychologist III may have been on duty or were supposed to have been available to see that obviously distressed and in need of treatment female inmate in a timely fashion?

 

Let the investigation be expanded to cover the real causes of Inmate Marsha Powell’s death and the contributory negligence of Counseling & Treatment Services staff for failing to respond in a timely fashion. 

 

Moreover, I urge opening an investigation on the previous heat stroke death due to exposure at ASPC-Lewis.  It appeared that death contained a certain degree of premeditation.

 

Maybe it is time the FBI came in and investigated these undue losses of life?

 

Neither inmate was sentenced to death!

 

March 4, 2009 Board Deadline Morning Notes

Today is a wonderful day.  While my spirits have been admittedly low, I hold onto the concepts of ultimate justice & divine retribution.  This is the day of the deadline the Arizona Board of Psychologist Examiners gave me to cough up $15,000 in retainer and be examined by their chosen psychiatrist.

Now, I wouldn’t mind it so much but (1) I don’t have the money and that’s just a “retainer” as Dr. Anna Scherzer might actually require more!  And the reason it is so high is because the Board wants to send TWO CARTONS of documents for their good psychiatrist to review at $375/hour!

And (2) I don’t like the Board’s method of swamping their “Independent Medical Examiner” with papers because their procedure is (a) biasing.  Is the Board trying to overly direct their IME psychiatrist because they are trying to achieve a particular outcome?

(b) Might the Board and the State be trying to break me in every manner possible, particularly financially?  Since they can’t break my spirit.

Also, (c) we did not like the fact the Chairman of the Board, “Larry Loveboy” at the time, refused to share with me or with my attorney the documentation the Board was going to submit to their designated examiner.  Does this smell like a setup?  Of course, those good folks would never do such a thing!  It must be my paranoia.

Since (3) (a) I am unable to afford the Board’s indulgent [$15,000 is just the “retainer.”  There is no limit to the expense.  I sure wish I could get a job that paid like that!] and (b) potentially biasing methodology [The Board should be required to submit the names of three Independent Medical Examiners just like they required of me in the past.], there is no way I may prevail.  Is that what the Board wants?  Certainly, not.  What am I thinking!  After all, these are good people.

And (c) as I do not have adequate representation nor the resources to proceed to court, a new phase has begun.  That is (4) my bringing my case before you, the public right here on my blog.

In short order I will call my first witness:

The former Executive Director of the Board, Mrs. Maxine McCarthy.

Here is my last scheduled show at this hour (2-3 PM) on this day (Saturday) on this station (KFNX).  While KFNX and staff have been great, due to financial constraints I am going off air for a while.  Notwithstanding, it is not because anyone has forced me off the air, it is only because I have not sold the commercial time necessary to support my show.

Here, as promised and as is my practise, is my unedited final show without commercials.  These are the facts, nothing but the facts. I speak the truth.  If you care to disagree, feel free to comment.

During this show, we cover a lot of ground; however, there is more to be told about the crimes & cover ups inside ADOC.

I promised to post a lot more material and I will do so on an ongoing basis.  It takes time to keep it organized and there is a lot of material to organize! 

I promise to post all Requests For Investigations (RFI’s) and make members of the Arizona Board of Psychologist Examiners famous!  Clearly, they have not merely damaged me but the citizens of Arizona and the profession of psychology!!!

Please don’t take my comments lightly that we have become a “communist” nation.  We, the USA, are the prize and we are fighting on all fronts.  We don’t even realize it!  When we go down, there will be nothing standing between them and the little guy around the world.  We have to wake up, demand our government back before they take it away and we can never get it back.

Folks, this is real.  It is psychosociopoitical warfare.  Just look at the manipulation in the news and on TV.  Nothing is happening by chance.  This is all planned and well engineered.  What I learned from my study of music composition is that:

The more random music appears,

The more highly it is organized.

And this functional analysis holds true for life as well.

Diagnostic & Statistical Manual DSM Series Part II ~ The Demise of Care: A Comparison of “Negative Projective Psychology” and “Positive Projective Psychology”

The current DSM is the DSM IV-TR in which “TR” stands for “Text Revision.”  The most significant change between the DSM IV and the DSM IV-TR is that a new criterion was inserted almost universally into every category of major mental illness:

 

Denial of having a mental disorder or a mental illness became a bonafide criterion for diagnosing the client with mental illness.

 

That may not seem so odd but it is subtle.  Now, if a person claimed they were healthy, that “denial” counted as a mark in the check list finding that person mentally ill!

 

Thus, the entire field of mental health became self-serving and self-centered.  Rather than rely upon the client complaining & requesting our help, we were and are going to find them mentally ill and in need of our services, no matter what.  Whether they need our services or want them, matters not.  All that matters is what we as “experts” say. 

 

Such a move (to the “TR”) further strains credibility and reveals that what passes for mental health treatment today is nothing more than projecting negative diagnoses and labels upon less sophisticated, helpless and vulnerable persons who are unable to defend themselves from the overwhelming onslaught of the “experts,” from the numbers and shear size of the community of mental health treatment providers. 

 

It is a stacked deck against which no one prevails.  While those in cushy positions making larger salaries may think they are helping their fellow man, all they are really doing is helping themselves by riding on the backs of those upon whom they cast their labels, if you will, upon the backs of those upon whom they ‘cast their spells.’

 

Gee, maybe psychology really has become a field dominated by women.  Dare I say witchcraft?  Because

 

most of the professionals I see today, old and young alike, male and female alike, don’t know what they are doing!

 

This is why I call the practice that prevails today “Negative Projective Psychology” and why I have come up with the term “Positive Projective Psychology” to contrast the errors made across the field which cause so many in our country to suffer. 

 

A tell tale sign of negative practice is a practitioner who claims that ‘therapy is “hard” and it is “stressful” for the practitioner.’  Hog wash!  If it is difficult for those practitioners, it is because they have been ill trained, poorly equipped and don’t understand the limitations of natural boundaries & empowering and truly helping their clients!

 

Lastly, “liberal” psychologists should not be treating “conservative” clients!  This is because of the value system impasse.

 

Conservatives understand the true meaning and quest for independence and independent functioning, whereas, liberals caretakers invoke dependency and make their patient’s dependent upon them.  They want them coming back so they can make that payment on their air planes, vacations or extra houses. 

 

Liberals do not want their clients’ getter better and leaving them.  In part, it may be an “abandonment issue” for the practitioner!  But it is mostly about keeping the money flowing. 

 

Such is the fate of an industry controlled by insurance companies and subject to mismanagement of motivation on the part of the professionals!  According to one malpractice attorney with whom I consulted, the insurance companies have tainted it all!  The insurance companies have ruined it all!

 

There is no safe place.

We celebrate this day as ADOC Director Dora Schriro’s last day on the job.  Now, Schriro gets to grow & talk to her plants in Washington, DC!

 

It will take years to correct the damage “the Dynamic Duo” [Schriro & Napolitano] have inflicted upon ADOC and The State of Arizona.  But, YOU voted for her!

 

I call this show “The Sermon” because in one segment I read most of chapter 11 of Zechariah.  Certainly, your comments & feedback on this show and any of my shows is appreciated.

We are stuck with each other. Whether you like it or not, we are stuck together. I am certain the Board would like to resolve this matter as soon as possible. And I most certainly have not enjoyed the ordeals I have been forced to endure the past three years.

 

The fact is we’ve been had. We have all been conned. I was deceived. The Board was used, at first unwittingly but now certainly wittingly. Sadly, it appears this Board was willing to be misused.

 

The only difference is I know I’ve been had and I am mentally sound. But this Board either refuses or fails to recognize the reality. What do we call that? I am not here to sit in judgment of the Board; however, when the public becomes aware of how this Board has been used against me and how eagerly this Board has engaged in damaging me, I wonder how our field, the field of psychology, will be regarded then?

 

I ask the Board to do the right thing. There are three steps: first, restore my license fully without restriction. Second, place a permanent apology upon the Board’s website announcing that it recognizes it has been used unfairly against me. Likewise, this Board needs to enter into the National Provider Identity database a note publicly apologizing for any inconvenience.

 

Finally, at one time the president of this Board proclaimed that I really knew the field of psychology. Accordingly, I seek letters of recommendation from him and the members of this Board so I might reacquire the position I had accepted providing services for our servicemen at Ellsworth Air Force Base or a similarly suitable position.

 

To insist that I submit for a “psychological evaluation” is to further delay and damage me. If that is what this Board intends, then I want a fair hearing. And I want to make the entire record public. The public needs to know; this sordid set of affairs needs to see the light of day. No longer should it be cloaked in the privacy of the privileged processes of this Board.

 

Perhaps more importantly, by trying to refer me to an inferior discipline, namely psychiatry, to perform a service which only we psychologists are competent to provide, this Board has demonstrated it does not respect psychology.  Have the members of this Board lost faith entirely in our own discipline? If this is the case, then what are we doing here?
